The CIR Expert Panel assessed Phosphoric Acid and its salts (31 ingredients, including Dipotassium Phosphate) and concluded they are safe in present cosmetic practices when formulated to be non-irritating. Dipotassium Phosphate (dibasic, K2HPO4, CAS 7758-11-4) is assessed in the same group report (IJT 40(S1):34-85, 2021) as Potassium Phosphate (monobasic) and Tripotassium Phosphate; the dibasic form is explicitly named in the QRT row. Independent ingredient-specific toxicology studies in cosmetic contexts are sparse for this common inorganic pH-buffer salt.
